Even if the Montreal COP15 officially opens Tuesday at the Palais des Congrès, the meetings of delegates from the 196 countries had already started, behind closed doors, during the weekend. “Some progress has been made, but not much, I don’t feel the delegates have gone as far as hoped,” said Elizabeth Maruma Mrema at the official opening of the conference on Tuesday morning. .
