These are all the questions asked by elderly people in the Dordogne two months before the implementation of the incentive fee in the department. From January 1, 2023, you will have to pay an annual flat rate for a limited number of discarded bins. The joint waste union (SMD3) has announced the price list

A donation system to offer additional credits to people with incontinence
The most surprising proposal is surely the one for incontinent adults, who fear paying a lot for their diapers. The SMD3 wants to set up a “solidarity fund“. If you do not spend all of your annual waste depot package, and you want others to benefit from it, you can register on a list, by calling the SMD3. You are then on a kind of “list of donors “.
On the other hand, an incontinent person can also join the waste union to warn of his situation. A medico-social commission analyzes his case. And then she can benefit from free additional credits. “I myself was surprised by this proposal at first, says Pascal Protano, the president of SMD3. But I met several Périgourdins satisfied to know that they could be generous and allow others to benefit from their additional credits.
On the other hand, the system is based on the idea that many inhabitants will not all use their package. Otherwise, only incontinent adults are affected. A family with young children will not be able to benefit from this donation system.
Home helpers involved
For disabled people or elderly people who lack autonomy, it may be impossible to put their trash cans in the containers. In this case, home helpers will be responsible for doing this. “It’s part of their usual missions”, argues the SMD3. The union will sign agreements with the organizations that employ home helpers. They will be equipped with specific badges and prepaid bags.
If the home has no home help, a system of door-to-door collection will be possible but under conditions. You must be a holder of the “mobility inclusion card”.
The SMD3 also plans to create a solidarity fund, in partnership with the department, to help poor households if their incentive fee bill is too high.
