The Liberal Party (PLQ) wants to add 2,000 additional hospital beds with a sum of $6.6 billion from the cancellation of the Quebec-Lévis tunnel project of the Coalition avenir Quebec (CAQ).
A Liberal government would also reopen remuneration agreements with doctors, but leave them the right to manage their envelopes as they see fit.
This is what Liberal leader Dominique Anglade said Friday at a press conference in Vaudreuil-Dorion, in front of the land where the new local hospital will be built.
This commitment is not part of the QLP’s financial framework, which already includes total expenditures of $41 billion over five years. The 6.6 billion would rather constitute an addition to the Quebec Infrastructure Plan (PQI).
The official commitment of the PLQ is to add 4,000 additional hospital beds, but 2,000 of these beds are already provided for in the Quebec Infrastructure Plan (PQI).
The PLQ wants to increase the ratio from 1.8 beds per 1,000 inhabitants to 2.5 beds per 1,000 inhabitants, in order to reach the Canadian average.
Compensation agreements
An Anglade government would also renegotiate remuneration agreements with doctors, particularly concerning “special medical activities”.
But there is no question of reviewing their remuneration: “what will be part of the reopening of the agreements is the ability to serve the population,” said Ms. Anglade.
The compensation agreements had been harshly criticized by the Auditor General for their opacity, but the Liberal leader does not intend to attack the prerogative of doctors from the various federations to manage their compensation envelopes.
