A procession of changes is looming for the return of the French, Thursday, September 1. Thus, the discount at the pump on the price of fuel increases and parking is now chargeable for two-wheelers with internal combustion engines. Access to origins will also be facilitated for people born from donated gametes. Here’s everything changing on Thursday.
Fuel discount increases to 30 cents
To fight against inflation, which reached 6.5% over the year in France and relieve the wallet of the French, the government increases the discount from 18 cents on the price per liter of fuel to 30 cents, up to to October 31. This government aid can be combined with the discount of 20 then 10 euro cents proposed by TotalEnergies. This discount will then drop to 10 cents from 1 November.
Paid parking in Paris for thermal two-wheelers
There is a charge for parking in Paris for thermal engine two-wheelers. The price is half that of cars. Parking remains free for electric scooters and motorcycles, but also for disabled two-wheeler owners and home caregivers. Preferential rates exist for certain professionals and residents.
For the town hall of Paris, “It’s a measure of fairness” vis-à-vis motorists already paying for parking and a measure also intended to combat a “privatization of the public space by machines whose nuisances are very significant: pollution, noise pollution, congestion of the public space”.
Fight against polluting vehicles in the city
Marseille, Lyon and Rouen inaugurate or extend their low emission zones (ZFE). These metropolises target the oldest and most polluting vehicles. In Marseille, the ban on Crit’Air 5 vehicles should only concern 2% of personal vehicles, 4.4% of heavy goods vehicles and 1% of utilities. No fines will be imposed on offenders before October 1st.
In Lyon and neighboring municipalities, the ZFE, which already prohibits the circulation of heavy goods vehicles and utilities classified Crit’Air 5, 4 and 3, will be extended to private vehicles classified Crit’Air 5 and unclassified. Verbalizations will begin in January 2023.
In Rouen, all motorists traveling with a sticker 4 and 5 will no longer be able to drive in 13 municipalities of the agglomeration. This low emission zone had already been in force there since January 2 but only concerned light commercial vehicles and heavy goods vehicles.
End of anonymity for gamete donors
From September 1, children born from sperm or oocyte donation in France will be able to find out more easily, as adults, the identity of “their” donor. To facilitate “access to personal origins”, donors must consent to their identity being communicated in the future to adult children who so wish. A commission will also be set up to help today’s adults who are looking for their parents. No guarantee of success, however, because the donor, if found, may oppose the disclosure of his identity.
Ease of modifying your borrowing insurance
From September 1, the termination of borrower insurance will be open to everyone. For contracts taken out before June 1, this was previously only possible in the first year or on each anniversary date. To cancel, however, you must find a contract offering at least equivalent guarantees. Borrower insurance protects the subscriber(s) of a mortgage, as well as the lending bank, by guaranteeing reimbursement in certain cases such as disability or death.
Introduction of the bonus-malus of the unemployment insurance reform
The “bonus-malus” was a campaign promise by Emmanuel Macron in 2017. It consists of modulating the unemployment insurance contribution, i.e. 4.05% of the payroll, upwards (malus), up to a ceiling of 5.05%, or downwards (bonus), down to a floor of 3%, depending on the “separation rate” of the companies. The separation rate “corresponds to the number of terminations of employment contracts or temporary assignments accompanied by registration with Pôle Emploicompared to the average annual workforce”writes the Ministry of Labor.
This “bonus-malus, the last stone of the 2019 unemployment insurance reform, is intended to fight against the abuse of short contracts. It will apply in September to employer contributions but it will only concern the first year 18,000 companies, a large third of which will be penalized.
Anti-ad device to fight against waste
The “Oui Pub” system will be tested in the first 11 municipalities, such as Bordeaux, or communities of municipalities such as Grenoble-Alpes-Métropole, in order to limit the waste of paper due to advertising leaflets.
The distribution of unaddressed advertising material will be prohibited from September 1, 2022 for 31 months, unless a “Oui Pub” sticker is visible on the mailbox. This experiment is the result of the Climate and Resilience law of 2021, which partially takes up a proposal from the Citizens’ Climate Convention which wanted to completely ban this type of advertising.
