Each year, nearly 100,000 animals are abandoned in France, including 60,000 in summer. On Tuesday July 19, a decree was published in the Official Journal to define the new rules for adopting an animal, with in particular the establishment of a certificate of commitment to fight against abandonment.

This is a record that France would have done without. With nearly 100,000 animal abandonments recorded each year, the country is positioned as the worst student in Europe. This summer again, the shelters are overloaded. “We have already been at saturation since June. We sometimes put the animals in the office, in the waiting room, in the changing rooms”explains Ninon Rueff, head of the Plaisir SPA (Yvelines).

To fight against this scourge and dissuade masters from abandoning their companion, the government is putting in place new adoption rules, with the first line being the introduction of a certificate of commitment. On it, the needs of the animal, the veterinary obligation and the contact of the owner will be informed. This certificate of commitment should be effective from the end of 2023. As a reminder, abandoning an animal can cost up to €45,000 in fines and 3 years in prison.
