This has been a request from associations for several years: deconjugalize the Disabled Adult Allowance (AAH). Elisabeth Borne took a step in this direction during her general policy speech to the deputies, Wednesday July 6. “My government will reform, with you, with the associations, the Disabled Adult Allowance”announced the Prime Minister. “We will start from the principle of deconjugalization.”

This state aid, capped at 904 euros per month, is paid to the 1.2 million French people who cannot work because of their disability or a chronic or disabling illness. The pension is calculated taking into account the income of the spouse. When the disabled person is married, they receive less money.
This announcement of an upcoming deconjugalization of the AAH is good news for the “Disability Collective” which brings together several associations. But its president, Arnaud de Broca, has several questions: “Will this be done at a constant cost? In which case, there will obviously be losers. What does an in-depth reform mean? to find a job without losing their allowance?

He wishes today “a Roverall reflection on the question of people’s resources disabilities”but fears that “the in-depth reform announced is a reason to postpone for a few months, even a few years, the vote on the individualization of the AAH“. According to the president of the “Collectif handicaps”, deconjugalization could be done “from this summer or in the finance law of this autumn”.
During Emmanuel Macron’s first five-year term, the presidential majority repeatedly rejected texts for the individualization of the AAH. The Prime Minister also announced the organization of a “national disability conference” in early 2023.
