For several years, Russia has accused Ukrainian laboratories of hosting an American biological weapons program, even though several of these sites have been opened to Russian inspectors. Accusations reiterated on May 13, during a meeting of the UN Security Council.
In this program: a secret plan to use migrating birds as a biological weapon. On March 10, Igor Kirillov, the head of the Russian unit for protection against radiation, chemical and biological products, even claimed to have evidence.
Two days later, Defense Ministry spokesman Igor Konashenkov said in turn that Ukrainian researchers, funded by the United States, “had studied the possibility that pathogens are carried by wild birds who migrate between Russia and Ukraine, as well as other neighboring countries”. In these statements, Russian officials mention projects dubbed “P444” and “UP-4”, and claim that the documents incriminating the United States would be made public shortly.
In reality, the projects cited by the Russian authorities are not secret. They have been the subject of publications in scientific journals on several occasions. There is also explicit mention of financial support from the DTRA, the biological threat reduction program of the US Department of Defense.
These documents do not mention at any time work to send killer birds to Russia. Rather, their goal is to monitor dangerous viruses carried by migrating birds as they pass over Ukraine, and to prevent the spread of certain serious diseases, such as avian flu.
