We will all have noticed the flagship measure of the last budget of the Quebec government, which is to distribute, on the basis of 2020 income, a check for $500 to more than 6,000,000 Quebec taxpayers. Is it really useful? Is this a real fiscal, social and economic measure?
No, singularly no.
We wanted to distribute very small pre-election gifts to all good children, needy or not. What will this measure of $2.74 per day change for a couple who declared income of $200,000 in 2020 or those who snatched it with $30,000? Nothing, or even two times nothing.
In my opinion, this measure is ineffective in terms of the distribution of wealth, and it does not take into account the situation of taxpayers who really need it.
The sum, $1.37 a day for single people and $2.74 for couples, is ridiculous and clearly insufficient for those who really need it. It would have been preferable to restrict the population affected by a lot (maximum income of $25,000 or $30,000) than to sprinkle for everyone. Why didn’t you dare? Zero for the richest and double, if not triple for those who need it.
Clearly, the government has confused “taxpayers in need” with “voters”.
Plus, basing it all on the 2021 tax returns that many will be filing at the end of April 2022 means that the “cheque” or one-time payment will arrive, coincidentally, in June or July, just in time to go. memory.
So much for taxation, very thin for a Speech on the budget.
For the rest, it looks more like a five-year budget appropriations book spanning five years. It’s actually an Amazon catalog of products deliverable by 2027 with the ability to cancel or change the product being sold. Indeed, from next March, the next Minister of Finance, perhaps the same one, will be able to unravel his catalog, repack his string of announcements for considerations of “superior responsibility of the State” in the face of a political or economic situation which obviously will be different from that expected.
While warmly thanking the Government of Quebec for supporting the formation of the Jacques Parizeau Research Chair, the 2022 budget, read in a notebook printed a few days ago, was a thousand leagues from those of “Monsieur” who, writing to him -even its budgets, could modify them until the last hour, proving that a Speech on the budget of Quebec was a true economic and fiscal policy, based on the economic situation and focused on the future of a people.
Thanks anyway.
