Covid-19: the health crisis has forced undeclared employees to legalize their status

This is one of the paradoxes of the health crisis. Undeclared workers sometimes found themselves without jobs or benefits. the VSvid-19 therefore forced some of them to enter into legality.

The crisis of VSvid-19 would it have made it possible to reduce undeclared work? Several indicators seem to point in this direction. At a home cleaning agency, the manager saw the number of candidate resumes on her desk double. According to her, many want to formalize their activity through the agency. “The undeclared were extremely penalized during the Covid since they did not have the right to partial unemployment. They have understood the interest of social charges and what it could bring them in the event of a hard blow”she says.


In catering, activity fell by 17% during the health crisis, but the sector nevertheless created 14,200 jobs. Can this potential decline in undeclared work be sustainable? “The end of whatever it takes will sound the death knell (…) the workers concerned will return to the shadows, to areas of lawlessness”thinks Valerie labatutlabor ministry union.
