Traveling to Nice on January 10, 2022, Emmanuel Macron hammered home his security record, and explained that he had created 10,000 police and gendarme posts, referring to “massive increases“in certain police or gendarmerie districts. Is this indeed the case? The 2022 finance bill indicates that between 2017 and 2021, 9,583 police and gendarmerie positions have been created, to which are added 946 recruitment planned for 2022. In total, 10,529 police and gendarme positions should therefore be created over the five-year term.

If the figure given by Emmanuel is correct, are the reinforcements effective? A report from the Court of Auditors dated 2021 reports that the additional police officers have not really had the expected impact in terms of delinquency. “The results that the national police show in terms of presence on the ground and elucidation of the facts of delinquency are not experiencing any significant improvement, and are even deteriorating“, can we read in the report. In detail, the rate of elucidation of burglary cases has stagnated around 10% for 5 years, and has slightly decreased concerning homicides, from 67% of cases solved in 2015 to 62% in 2020.
