To complete the 2025 budget, the new government will have to find new revenues. Several avenues are being explored. Involving businesses, and even the wealthiest French people. “I will not exclude that the wealthiest people participate in this national effort”confirmed Michel Barnier on France 2 on Sunday, September 22.

The Prime Minister is considering a freeze on the highest income tax brackets. Beyond 30%, there would be no indexation on inflation. This option would allow the recovery of 4 billion euros in the state coffers. For the time being, he does not want to return to the ISF, but could increase the rate of the flat tax, a tax linked to capital income. Going from 30 to 33% would bring in 1.5 billion euros. The measure could be validated by the National Rally.

A surtax on corporate profits is finally part of the discussion, as is a backpedaling on the reduction of corporate charges, which would make it possible to recover 4 billion euros in additional revenue.
