Ethics Commissioner clears CAQ MP Louis-Charles Thouin

An investigation clears CAQ MP Louis-Charles Thouin of solicitation messages to municipal elected officials in his constituency.

The National Assembly’s ethics and professional conduct commissioner, Ariane Mignolet, concluded that the MP did not breach the code of ethics for elected officials.

Let us recall that Mr. Thouin sent invitations to Coalition Avenir Québec (CAQ) fundraising cocktails to municipal elected officials so that they could come and discuss their issues.

According to Mme Mignolet, the evidence collected demonstrates that the MP’s desire to collect financial contributions for the next election campaign does not constitute a personal interest.

She also indicates that the MP was not exercising his duties at the time of sending his invitation.

However, Ariane Mignolet notes “a certain mixture of genres” between the functions exercised by the deputy and the partisan activities in which he may be called upon to participate, but she believes that he has not crossed the line which separates partisan activities and activities linked to the exercise of his office.
