Inspection report deplores lack of communication between different authorities

Could Mohamed Amra’s bloody escape during a prison transfer have been prevented? “deficit” communication between the various judicial and penitentiary authorities and investigators was singled out on Thursday, August 1, in a report by the General Inspectorate of Justice (IGJ). Two prison administration officers were killed and three others injured, two of them seriously, during the attack on their van on May 14 at the Incarville toll booth (Eure).

The authors of the report describe “a strong compartmentalization” in sharing information between services. Despite “a gradual strengthening” Regarding the conditions of detention of Mohamed Amra, the IGJ considers that “the concrete coordination of the different actors (…) suffered from a lack of centralisation and analysis likely to reveal his real profile, to the point that he was considered by each judicial authority as an ordinary prisoner”and not as a particularly notable prisoner.

The report, which “formula 17 recommendations”intended to “respond to the pressing need to improve the sharing of information between investigative services, the judicial authority, the prison administration and the intelligence services”declared Justice Minister Eric Dupond-Moretti on Thursday. Mohamed Amra, himself, is still actively sought.
