On July 16, Emmanuel Macron accepted the resignation of Gabriel Attal and his government. How is things going now that the government has resigned? Brut asked Benjamin Morel, constitutionalist and lecturer, the question.

“A resigning government is a government that no longer has full powers. It can no longer hold the government accountable to the National Assembly, nor can it dissolve the National Assembly.” explains Benjamin Morel, constitutionalist and lecturer. However, he specifies that “The resigning government continues to deal with current affairs, that is to say it can issue decrees and orders, but it cannot take important actions that would have a lasting impact on the future.”

Benjamin Morel adds: “A resigning government ends when you have a new Prime Minister appointed and when you have the other ministers appointed. It is really the date that leads to this transition. But as long as it is not done, you have a government that can last weeks, months, and even potentially years. The record was 9 days under the Fifth Republic. We can imagine that this resigning government will last until the end of the Paralympic Games.”
