500 PV drawn up against illegal constructions in the Hérault

Nearly 50 people were sentenced last year for illegal occupation of plots in the department of Hérault. This is called cabanisation, mobile homes or sometimes permanent constructions on agricultural land or natural areas. There are 30,000 cabin plots in the department, 1,000 new each year according to the prefecture.

The prefect of Hérault, Hugues Moutouh took the case head on with the multiplication of operations punches to systematically verbalize illicit installations. Last year, there were some in Bessan, Lunel and Marsillargues. Artificial intelligence can also identify these constructions.

Close to 500 minutes were drawn up last year, this is double that of 2020. 54 municipalities have officially committed to fighting cabanization.

“We must continue to fight drastically against this phenomenon which pollutes the territory and put an end to the feeling of impunity which is taking hold.” During the meeting of the annual steering committee for the fight against cabanization on June 22, the prefect set out the priorities for the coming months. The State representative requested that multiplied the operations “punch » on the territory and the systematic verbalization of all illegal installations detected. An action plan will be drawn up to execute the judgments rendered on the plots to be rehabilitated.

“In a context of climate change which translates into a higher frequency of exposure to risks (forest and vegetation fires, floods, etc.), it is not conceivable to continue building anywhere, apart from cities, without respecting the rules of urban planning and living together.”

  • 467 offense reports drawn up (compared to 286 in 2020) and 48 convictions,
  • €340,165 in daily penalties for offenders who have not carried out the restoration of the premises
  • 3 “punch” operations carried out with Bessan, Lunel and Marsillargues,
  • The deployment of new computer tools for the detection by artificial intelligence of any construction in natural areas (Aigle software) and the sharing of procedures between the State and the municipalities (LUCCA tool),
  • More than 200 elected officials and municipal police officers trained by the public prosecutor’s office, the DDTM and the prefecture in urban planning police.
