Ukraine will need 486 billion dollars (451.5 billion euros) for its recovery and reconstruction after two years of war caused by the Russian invasion, according to an estimate published Thursday, February 15, by the World Bank , the UN, the European Union and the Ukrainian government. The previous assessment, published in March 2023, was set at $411 billion (€382 billion).
The damage is concentrated in the regions of Donetsk, Kharkiv, Lugansk, Zaporizhia, Kherson, all located near the current front line, and kyiv. “Across the country, 10% of housing stock has been damaged or destroyed, prolonging the displacement of Ukrainians from their communities”it is added.
“Define priorities correctly”
The destruction of the Kakhovka dam and the hydroelectric power station in June 2023 – blamed by kyiv on Moscow, whose troops occupy the area –, “has had significant negative impacts on the environment and agriculture and has exacerbated the difficulties already faced by people struggling to access housing, water, food and health services”adds the World Bank.
This “in-depth and up-to-date analysis of losses and needs (…) allows us to correctly define priorities, rationally allocate resources and obtain the expected results”, commented Ukrainian Prime Minister Denys Chmygal. These assessments do not concern the regions of the country currently occupied by Russian troops, because they are inaccessible.
According to the World Bank, the figure of 486 billion – estimated over 10 years – concerns housing (17%), followed by transport (15%), commerce and industry (14%), agriculture ( 12%), energy (10%), social protection and livelihoods (9%), and explosion risk management (7%).
