Several former heads of state present

Among the dignitaries present during these commemorations, former American President Bill Clinton, in office at the White House at the time of the massacres, and Nicolas Sarkozy, the first French president to visit Rwanda several years after the genocide. He was an important presence for the survivors. During his visit to Kigali, the capital, in 2021, Emmanuel Macron recognized France’s responsibilities in the abandonment of thousands of victims. He wanted to reiterate his words in a video message.
