19 people arrested between France and Paraguay, at least forty victims

Nineteen people, suspected of having exploited at least forty young Paraguayan women in France, were arrested in France and Paraguay, franceinfo learned Wednesday (November 17th) from a police source. A vast international network of prostitution has just been dismantled by the Central Office for the Suppression of Trafficking in Human Beings and the judicial police of Evry.

Four investigators from the judicial police, accompanied by the investigating judge in charge of the case, went to Paraguay to trace the source of the network. In cooperation with the Paraguayan authorities, they were able to challenge the heads of networks, recruiters, those who collected funds from the human trafficking network, as well as the manager of the travel agency, a septuagenarian who was in charge of all the logistics. In addition to the septuagenarian, three other arrests took place in Paraguay, including a 63-year-old woman in connection with her 31-year-old daughter who managed this network in France with her companion. All are Paraguayans.

The Central Office for the Suppression of Trafficking in Human Beings is increasingly observing the formation of networks from Latin America for the exploitation of young women in France. “These young women are completely objectified, exploited”, comments Elvire Arrighi, head of the office. “They are told that they are going to work in France and be able to earn a lot of money.” The director of the Central Office for the Suppression of Trafficking in Human Beings emphasizes that “Their exploitation is on an industrial scale. They will make dozens of passes a day in France, work all day, sometimes at night as well. There is a complete denial of the individual.” She denounces “an extremely juicy market”.

The sexual exploitation of these victims, mainly in the Paris region and in the north of France, has brought this network several thousand euros per day.

If those responsible for this type of network “might have thought that there is little risk taking”, Elvire Arrighi points out that they see “that the French authorities can come to their country to question them”. According to her, “The elements found in a search in Paraguay suggest that there are certainly still more victims”.
