The Minister of Health Olivier Véran announced an extension of 1.7 billion euros for health insurance in 2021, in particular for the hospital. “I want to be very clear, no savings will be made at the expense of the public hospital”, he said, Monday, November 8, at the opening of the first reading examination of the social security financing project (PLFSS) for 2022.
“I am not dodging, I am not avoiding the difficulties and even the discomfort that the hospital can go through, argued Olivier Véran. In the same spirit that animated the Ségur de la santé, the government tabled an amendment which will raise by nearly 1.7 billion euros the national health insurance expenditure target (Ondam) 2021, in particular hospital, for guarantee the coverage of all the costs incurred by the Covid “, he added. This new increase will bring Ondam to 238.8 billion euros in 2021.
According to the explanatory memorandum to the amendment, this extension makes it possible to pay “1.1 billion euros in additional compensation for the additional costs linked to the covid-19 epidemic to the actors of the health system”. In detail, an additional 800 million will be directed to health establishments (additional Covid costs, screening tests, vaccination campaign), an additional 200 million will go to nursing homes as well as 100 million “through a contribution from the regional intervention fund”.
Ondam will also be increased by 0.5 billion euros in 2022 according to the Minister in charge of Public Accounts Olivier Dussopt. Weighing more than 500 billion euros, the 2022 security budget, when it arrived in the Senate, anticipated a deficit of 21.6 billion euros for 2022, much less than the two previous years thanks to the effects of growth . Some five billion remain provisioned to deal with the aftermath of the Covid-19 crisis.
